Medellin Metro System is a public corporation subject to the regime of industrial and commercial enterprises of the state, competes directly with the private sector, and therefore enjoys administrative and financial autonomy. Its partners are, in equal proportion, the Department of Antioquia and the Municipality of Medellín. It is also a decentralized entity attached to the Municipality of Medellín, as part of its Public Conglomerate Management Model.
To guarantee this autonomy and as a measure of administrative transparency, the owners and the Company's Management signed the Framework Relationship Agreement in 2008, which translates into a framework of principles and obligations in which the corporate relationship is developed, an important tool to define the role of the territorial entities in the development of the Company's corporate purpose.
